History:
Phil was born in Alabasta, and grew up there. His life, in his point of view, was relatively boring. His dream was to leave his boring town Yuba, and adventure out into the ocean.
One time, while going to the oasis to get some water for his family, he found a fruit. It looked tasty to him, so he decided to see if it tasted good. He took a bite out of it, and swallowed. It tasted horrible. The most disgusting thing he had tasted in his life. Afterward, he discovered he had the ability to freeze anything. He had eaten the Ice Ice Fruit.
After hearing about how Gold Roger, the Pirate King, had left all of his treasure in One Piece all on an island in the same ocean as Phil, he decided to become a pirate at a very young age. With the help of his new power, not much could stop him.
Personality: Paranoid and claustrophobic, Phil is creative and is usually a nice, friendly guy. He has a huge phobia of dandelions, and bright colors make his eyes sting. He also honestly believes that he will die when he is 76 years old in a gas explosion, so he is not afraid of life-or-death situations.
He built his ship with the help of a friend of his, who at the last minute decided to join Phil, Mercutio.

Learned Techniques (Keep it 1-25):
1) Ice Saber: Phil freezes his katana so that it starts to glow blue.
2) Freezing Slice: Phil slashes the victim with his sword, leaving the cut wound frozen and purple. A rather gruesome attack, that he doesn't really use often.
3) Ice Age: Phil places the tip of his katana into the water, then in an instant freezes it, and anything in or on it, completely solid.
5) Cold Hand: Phil grabs the victim and freezes the opponent solid. It is not fatal, so he usually uses this to spare a victim and leave.
He can also shoot ice beams out of his hand for transportation. He shoots the ground in front of him to slide on the frozen ground.
Weapons/Items: Katana usually sheathed on back.
